What it does
Record the creator's refund of a buyer's balance
- Notes
- The creator's refund: a validated XRP payment from the drop's creator to a wallet with a balance on it, made after the drop existed, presented once (any letter case). It takes what it paid, up to the balance, off that wallet's balance. 403 from anyone but the creator, 400 for a wallet owed nothing, 409 once used.
