What it does
Enter a drop's raffle (fair mode)

- Fair mode: enter a drop's raffle while it takes entries (phase raffle). Only a wallet that existed before the drop was made, and that can spend what a winner pays (price x allocation), may enter, once. It proves the wallet is its own with a payment of 1 drop to minter_address carrying the drop's entry_tag; asked without payment_hash, the answer is 402 with minter_address and entry_tag, after the other checks, so nobody pays to be refused.
