Boost a drop: pay to promote it on the drops page

Notes: Anyone, any drop still live (xrp.cafe's boosts). A boost is a payment of at least min_drops (1 XRP) from the wallet to minter_address with DestinationTag = the drop's boost_tag (GET /studio/drop/{slug}), made after the drop existed; asked without payment_hash, the answer is 402 with minter_address, boost_tag and min_drops. A payment counts once and is not refunded. Its drops are the boost's points: GET /studio/drop/{slug} shows boost { d1, d7, d30, all (drops in the last day, week, month and ever), boosters (its top 10, most first), min_drops, largest_drops (the largest boost anyone has made) }, and GET /studio/drop gives each drop its boost by window and the top boosters of every drop by window (boosters { d1, d7, d30, all }), as the drops page ranks them.
